While this is the fourth installment in the Holly Barker set of thrillers, a villain from the Will Lee series and the title character from the Stone Barrington books both make appearances here. Holly quits her job as Orchid Beach, Florida, police chief to become a CIA agent. For her first assignment, she must track down Teddy Fay, an ex-agent who performs political assassinations for fun and who faked his own death to elude the authorities. Teddy leads Holly on a not-so-merry chase, leaving behind him a trail of dead terrorists.
